The irrigation system default values are based on industry experience gained across a number of modelling studies and documents.
Depth per application is the rainfall equivalent depth of water applied to the soil surface during a single irrigation event. It is the depth of water that would be caught in a rain gauge, not the depth of soil that is wetted.
Maximum depths per application is not a parameter for controlled flood or border dyke systems and hence are not set as defaults.
